In recognition of this change in

the nature of his duties, it was recommended that his title

should be altered to that of District Officer though he

still remained as Assistant Superintendent of Police under

the direct control of the Captain Superintendent of Police.

For this reason also the appointment which is essentially

one which should be held by a Cadet officer with a thorough

knowledge of Chinese, is at present open to Police officers,

The bulk of his salary is provided under the Police Vote,

while a portion is debited to the Head 'Judicial', and some

of his subordinates are borne on the Treasury staff.

The complicated questions, and

large amount of work in connection with land sales in the

new Territories has rendered it necessary to appoint an

officer permanently as Assistant Land Officer for that

portion of the Colony.

I have for some time past had this

matter under consideration, and so long ao as June last I

had drafted a despatch to Your Lordship which however I

held over pending the return of Mr. Badeley from leave that

I might have the advantage of his views.

I am of opinion that the time has

now come to dis-associate the appointment of District

Officer
